Fees will apply for applications made under the Pharmacy Business Ownership Act 2024 (PBO Act). Fees for applications for new licences, annual renewal or restoration of a licence are tiered, based on the complexity of the ownership structure of the pharmacy business.

The fees are set out in the Pharmacy Business Ownership Regulation 2025 (PBO Regulation) in fee units, which increase each year under the Acts Interpretation (Fee Unit) Regulation 2022.

Licence and renewal application fees vary based on the complexity of the ownership structure.

Tiers

Tier 1

No more than:

  • 2 applicants,
  • 1 corporation, or
  • 1 trust.

Tier 1 applies to

  • 1 natural person
  • 1 natural person as trustee of 1 trust
  • 1 corporation
  • 1 corporation as trustee of 1 trust
  • 2 natural persons
  • 2 natural persons where 1 or both are trustee of 1 trust
  • 1 natural person and 1 corporation
  • 1 natural person and 1 corporation where 1 or both are trustee of 1 trust

Tier 2

Not a tier 1 and no more than:

  • 5 applicants,
  • 2 corporations, or
  • 2 trusts.

Tier 2 applies to

  • 1 natural person as trustee of 2 trusts
  • 1 corporation as trustee of 2 trusts
  • 2 natural persons where 1 or both are trustee of 2 trusts
  • 2 corporations
  • 2 corporations where 1 or both are trustee of no more 2 trusts
  • 1 natural person and 1 corporation where 1 or both are trustee of 2 trusts
  • Up to 5 applicants where no more than 2 are corporations
  • Up to 5 applicants where no more than 2 are corporations, where any or all are trustee of no more than 2 trusts

Tier 3

Any other applications.

It is intended that the new regulatory framework will be self-funded on a cost recovery basis (as per whole of government policy). Similar regulatory bodies in other jurisdictions are also funded primarily by licence and registration fees.

Payment methods

The Council will issue an invoice to the applicant or their authorised representative. Payment can be made securely through BPoint using either a credit card or debit card.
